Notice of Election

Pursuant to the provisions of K.S.A. 25-2018(c), notice is hereby given that a General Election will be held on Tuesday, November 5, 2019, to fill position(s) listed on the Board of Education for the various districts.

All registered voters of ALL Districts may begin voting in ADVANCE at the Thomas County Courthouse, 300 N Court Ave., 1st Floor on Monday, October 21, 2019 from 8:00 a.m. to 5:00 p.m. CDT through noon on Monday, November 4, 2019.

All registered voters of ALL Districts will vote at the Colby Community Building on Election Day from 7:00 a.m. to 7:00 p.m.
Per K.S.A. 25-2311(a)(3) the last day to register to vote is Tuesday, October 15, 2019. A person can register to vote at the Thomas County Clerk’s

Office, Department of Motor Vehicle, or on-line. All registrants must provide photo id.

Pursuant to the provisions of K.S.A. 25-2310, 25-2311, notice is hereby given that on the 16th, day of September, 2019, all registration books for the Special Election will close at the end of regular business hours. Registration books will remain closed until the 18th, day of September, 2019.

All registered voters of ALL Districts may begin voting in ADVANCE at the Thomas County Courthouse, 300 N Court Ave., 1st Floor on Wednesday, September 4, 2019 from 8:00 a.m. to 5:00 p.m. CDT through noon on Monday, September 16, 2019.

All registered voters of ALL Districts will vote at the Colby Community Building on Election Day from 7:00 a.m. to 7:00 p.m.

Per K.S.A. 25-2311(a)(3) the last day to register to vote is Tuesday, October 15, 2019. A person can register to vote at the Thomas County Clerk’s Office, Department of Motor Vehicle, or on-line. All registrants must provide photo id.

A citizen of the United States who is eighteen (18) years of age and upwards, or will have attained the age of (18) years of age at the next election, must register before he or she can vote. Voter registration books close fourteen (14) days before an election.

When a voter has been registered according to law, his or her registration shall continue to be valid until one of the following occurs:

1. The voter changes his or her name by marriage.

2. The voter changes residence.

3. The voter’s name has been purged according to law.

If any of the above has occurred, you must re-register.

An individual applicant may request an application for registration in person, by telephone, in writing, online or through the DMV, by such applicant, to the County Election Officer at 785.460.4500 or 300 N. Court Ave., Colby, KS 67701.

VOTING SYSTEMS

Notice is hereby given pursuant to K.S.A. 25-4411(b), 4610(b) that testing of the automatic tabulating equipment will be conducted during Election Worker Training on Monday, September 9, 2019 between 8:00 a.m. AND 8:30 a.m. in the Commissioners Room of the Thomas County Courthouse, 300 N Court Ave., Colby, Kansas 67701 to ascertain that the equipment will cast ballots and correctly count the votes cast for the Special Election, to be held on the 17th day of September, 2019.

NOTICE OF SPECIAL QUESTION ELECTION THOMAS COUNTY, KANSAS

Notice is hereby given to the qualified electors of Thomas County, Kansas (the “County”) that a special question election has been called and will be held on September 17, 2019, for the purpose of submitting to the qualified electors of the County the following proposition:

Shall the following be adopted?

Shall Thomas County, Kansas, be authorized to: (1) impose a one-quarter percent (0.25%) retailers' sales tax (the “Sales Tax”) for the purpose of financing the construction or remodeling of the courthouse, jail, law enforcement center facility or other county administrative facility, and all improvements appurtenant thereto (collectively the “Project”), collection of such Sales Tax to commence on January 1, 2020, or as soon thereafter as permitted by law, and to expire upon the payment of all costs incurred in the financing of the Project (including the retirement of any bonds issued and payable from such sales tax); and (2) issue sales tax/general obligation bonds (the “Bonds”) in an amount not to exceed $10,335,000 to pay the costs of the Project, related interest costs during construction and issuance costs; provided that prior to such bond issuance the County receives a comprehensive feasibility study that indicates the revenues received from the Sales Tax and the existing 0.50% sales tax will be sufficient to retire the Bonds and other outstanding bonds secured by such sales taxes without the necessity of levying any ad valorem taxation; all pursuant to the authority of K.S.A. 12-187 et seq., as amended?
